“I consider it necessary to orient this resolution to greater protection of the rights of consumers of public utilities,” Vlavov said.
He explained that he proposed securing the right for consumers not to pay utility bills during the entire billing period in case of failure to provide uninterrupted round-the-clock hot and cold water supply, gas supply, electricity supply, sanitation, heating during the heating period, as well as for the fact that the composition and water properties to the requirements of Russian legislation on technical regulation.
In September, it became known that the Magadan Region and the Kamchatka Territory became the regions with the highest prices for housing and communal services.
Earlier it was reported that in Russia a single payment document for housing and communal services may appear. The chairman of the commission on housing and communal services, construction and roads of the Public Chamber of Russia Igor Shpector, in an interview with the NSN, appreciated this initiative.
