Al Jazeera Net has received a draft Riyadh agreement between the Yemeni government and the UAE-backed Southern Transitional Council, which is expected to be signed in the next few days.

The agreement includes arrangements for power-sharing between the two sides and the return of the Yemeni government to Aden in the south of the country, following negotiations sponsored by Saudi Arabia in the recent period in the city of Jeddah.

Under the document obtained by Al Jazeera Net, both sides shall abide by the following items:
- Activating the role of all Yemeni state institutions in accordance with the political and economic arrangements set out in Annex I to the Agreement.

- Reorganizing the military forces under the command of the Ministry of Defense in accordance with the military arrangements set out in Annex II to the Agreement.

- Reorganizing the security forces under the command of the Ministry of Interior in accordance with the security arrangements set out in Annex III to the Agreement.

- Commitment to the full citizenship rights of all the Yemeni people and renounce regional and sectarian discrimination and renounce division and division.

- To stop abusive media campaigns of all kinds between the parties.

- Unite efforts under the leadership of the Saudi-led coalition to end the coup and hostilities of the Houthi group and confront al-Qaeda and the Islamic State.

- Form a committee under the supervision of the Alliance to follow up and implement the provisions of the agreement and its annexes.

- Participation of the Southern Transitional Council in the government delegation to the consultations of the final political solution to end the coup Houthi.

- Upon signing the agreement, the Yemeni president shall issue directives to all state bodies to implement the agreement and its provisions.

The political and economic arrangements contained in the Agreement provide for the following items:
- The formation of a government of political competencies does not exceed 24 ministers appointed by the President in consultation with the Prime Minister and political components, with the granting of southerners 50% of the portfolios within a period not exceeding 45 days from the signing of the agreement provided that the selection of personalities did not engage in any hostilities or incitement during events Aden, Abyan and Shabwa.

- Members of the Government take the oath before the President the day after it is formed directly in Aden.

- The President shall appoint a Governor and Security Director for Aden Governorate within 15 days from the date of signing the agreement.

- The Prime Minister of the current government will start his work in the interim capital of Aden within a period not exceeding seven days from the date of signing the agreement to activate all state institutions in the various liberated governorates and work to pay salaries and financial dues to employees of all military, security and civil sectors in the state and its institutions in Aden and all liberated governorates.

- The President appoints governors and security directors in the rest of the southern governorates within sixty days from the date of signing the agreement.

- Managing the state's resources to ensure the collection and deposit of all state revenues, including oil, tax and customs revenues, in the Central Bank of Aden.

- Activating the Central Agency for Control and Accounting and restructuring the National Authority against Corruption and activating its oversight role.

- Restructuring and activating the Supreme Economic Council and reinforcing them with competent and independent personalities. It is linked to the Prime Minister to support financial and monetary policies and fight corruption.

In the Annex to the Military Arrangements, the document states:
- The return of all forces that moved from their main positions and camps towards Aden, Abyan and Shabwa since the beginning of last August to their previous positions with their personnel and weapons within 15 days from the date of the agreement.

During the same period (15 days), all medium and heavy weapons from all forces and camps in Aden shall be transferred to camps designated and supervised by the Coalition Command.

The Southern Transitional Council and the government must transfer all forces and military formations to camps outside Aden determined by the Coalition Command within 30 days of the agreement, with the exception of the 1st Brigade, Presidential Protection in charge of protecting presidential palaces and environs and the movements of the Yemeni president, as well as a force to protect the leaders of the Transitional Council.

- Unify the Transitional Council and government forces and annex them to the Ministry of Defense under the direct supervision of the coalition within sixty days of the agreement.

- The reorganization of military forces in the governorates of Abyan, Al Dhale'e, Lahj and Shabwa under the command of the coalition forces with the same procedures applied in Aden within sixty days of the signing of the agreement, as well as the reorganization of military forces in the rest of the southern governorates under the command of the Ministry of Defense with the same procedures applied in Aden. Ninety days from the signing of the agreement.

In terms of security arrangements, the document reads as follows:
The police and rescue forces in Aden governorate are responsible for securing the governorate while reorganizing the government forces and the forces of the transitional council according to the need and the insurance plan.It is linked to the security director in the governorate and numbered as security forces belonging to the Ministry of Interior within thirty days from the date of signing the agreement.

- Reorganizing the special forces and combating terrorism in the province of Aden and selecting the new elements of the forces of legitimacy and forces of the Transitional Council and the appointment of a commander and numbered as security forces of the Ministry of Interior within thirty days from the date of signing the agreement.

- Reorganizing the forces responsible for the protection of facilities into a unified force on behalf of the FPS within 30 days from the date of signature, and their elements are selected based on the competence of the current military in the current FPS, or from the legitimate forces or forces of the Transitional Council.

- The Facilities Protection Force shall take into account the diversity of its members from all liberated southern governorates, and shall be entrusted with the full protection of civilian facilities and the protection of the Government headquarters, the Central Bank, the ports of Aden, the Aden Airport, the Refinery and the headquarters of the branches of ministries and state institutions in Aden.The Force shall be linked to the Ministry of Interior and shall be numbered as its security forces.

Within ninety days of the signing of the agreement, the FPI shall protect the remaining civilian and vital installations in the rest of the liberated governorates, the ports of Mukalla, Al-Dhaba, Mokha and Balhaf.
