At the fairytale playground in Malmö, several toddler families spend Thursday afternoon having fun. Teacher Hannah Wiktorsson is there with her two children and she is critical of the flea dispute and how it may affect preschoolers.

- I think parents should stand for diapers themselves, it will be way too much money and that money will be taken from somewhere else to be spent on it, she says.

Nada Muhi has two children and says it can be a big financial strain for families with several children. She also points out that not all children can tolerate one diaper.

- If you have two or three children, it will be difficult to buy several packages of diapers, it costs a lot. Therefore, I think it is good if you get free diapers at preschool. But it's not good if you have to kick staff to get free diapers, you have to solve it in a different way, she says.

Unclear regulations

In several municipalities, it is decided to bring diapers to the preschool. But according to the National Agency for Education, there are no rules for what must be included in the maximum rate for the preschool fee.

The Stockholm judgment has been appealed to the highest court and if it gains legal power it means a change for all preschools throughout the country.

In Malmö, about 17,000 children attend preschool. According to the preschool administration, the cost of diapers can land between 3.5 and 10 million for the city of Malmö. A budget that the municipality does not currently have, as the calculation is preliminary and may change depending on various factors such as diaper price.

- Either it can be done at the expense of preschool activities in general. Or you raise it up at a municipal political level. Regardless, it is clear that it will be at the expense of other activities, says Anna-Maria Deliv, Quality and Authority Manager at the City of Malmö to TT.

The Supreme Administrative Court has six months to give a ruling on whether or not the plea bargain should be raised.
