The reason is that you are not satisfied with the employer's answers to the problems that have been brought forward and according to them, the working environment shortcomings have been going on for a long time.

- They have raised it earlier in rounds and it is nothing new for the employer. What you have done is that you have had a training for managers and safety delegates and that is great, but the question is what that training gave when you see how the employer responded to the safety delegates, says Ann-Louise Åkerström, Ombudsman for municipal Västerbotten.

According to Åkerström, these are widespread problems where a lot is about unclear communication and information but also a lack of trust and security.

- There is nothing concrete about what to do. No action plan where it should be stated what should be done and how it should be followed up. They have not received satisfactory answers, says Åkerström, who points out that there must be order and clarity in the organization with good routines and structures.

A message from the Swedish Work Environment Authority has not yet been received. But at the municipal level they believe that the Swedish Work Environment Authority will proceed with the matter.

- There should be good conditions for the Swedish Work Environment Authority to take this seriously, she says.

Church Council: "A serious situation"

According to the Municipal Council, the Church Council has a huge responsibility for the organization to function. Agneta Thellbro (KDiSK) is the chair of the council and tells SVT that it has not yet been possible to discuss the matter yet as it has come this summer. But this autumn the issue will be raised.

- It is a serious situation that we must move forward with. We have had a work environment that has not been good. We in the church council are to govern and then we have a church pastor who leads the work operationally, says Thellbro.

At the same time, she notes that they must continue to work because the safety representatives have not been satisfied with how the employer has responded. Agneta Thellbro believes that the matter has been passed on to the Swedish Work Environment Authority.

- An action plan is needed from now on. The one we have had so far we cannot work with anymore and now we have to do an analysis. Everything that is in our power we need to do because we care about our workers with many fire souls doing a great job and we from the church council have the ambition that everyone should feel good.
