In June, Ukraine’s Interior Minister Arsen Avakov stated that the operation to return the Donbass to Kiev’s control should be a police officer, without the use of military forces.
Russia has repeatedly stated that it is not a party to the conflict in Ukraine and acts as a mediator in resolving the situation.
