In Algeria, the deputy of the party of the National Liberation Front (FLN), Mouad Bouchareb, was elected this Wednesday president of the National People's Congress to replace Saïd Bouhadja. But the opposition boycotted today's meeting, considering the election illegal, as did the outgoing president.

Mouad Bouchareb was elected new president of the National People's Assembly in a plenary vote. He was the only candidate for this position. In addition to his party, the FLN, he was also supported by the 100 deputies of the National Democratic Rally (RND), the party of Prime Minister Ahmed Ouyahya, as well as three other formations of the presidential majority.

However, according to the Algerian Constitution, only three conditions allow the dismissal of the President of the National People's Congress: a death, disability or resignation. In the absence of one of these three reasons, the position of president of the ANL was therefore not vacant.

The President of the Assembly Saïd Bouhadja therefore refuses to resign and considers himself to be legitimate in his post because the procedure was not respected. It does not take into account either the Constitution or the Rules of Procedure of the Assembly.

With two presidents at the head of its Assembly, the first elected in 2017 and the second on Wednesday, Algeria is likely to face a new political crisis. According to observers, if the problem persists, it will probably lead to a dissolution of the NPC.

The opposition denounces a political struggle between clans of power and an attack on institutions. It threatens to seize the Constitutional Council and links this crisis to the succession of President Bouteflika. This dangerous and unprecedented crisis has lasted since the end of September. MPs hostile to Said Bouhadja highlight the mismanagement of the former president of the Assembly.
