  First of all, "checking people" by housing is a common method used in census in countries all over the world.

Everyone lives in a house. In the census, “house rounds” are used to check the population. The focus of housing information registration is to understand the population’s living conditions, living facilities, and rent levels, in order to better reflect current livelihood issues.

  The population is the most basic national condition, and the seventh national census is an important means to find out the "family" of our population.

Since the sixth national census in 2010, the internal driving force and external conditions of my country's population development have undergone significant changes. The growth inertia of the total population size has weakened, the fluctuation of the working-age population has declined, and the degree of aging has continued to deepen.

Carrying out a census in time to understand population growth, labor supply, changes in the floating population, and to understand the size of the elderly population will help to accurately analyze and judge the future population situation in my country, and accurately grasp the new situation, new characteristics and new trends of population development and changes. It will help to further improve the population development strategy and policy system, and adjust and improve the birth and various service guarantee policies.

  Secondly, the "personal check" and the "house round" are the seventh national census is not the first.

Population living conditions are an important livelihood issue. Starting from the fifth national census in 2000, the questionnaires have set up indicators of living conditions, including living conditions, living facilities, and rent levels.

In the sixth national census conducted in 2010, the statistics department also registered relevant housing information data.

It is understood that the seventh national census will further improve the relevant indicators to better reflect the current population’s living conditions.

  It should be emphasized that the census information is strictly confidential in accordance with the law, and the statistics department will strengthen the protection of citizens' personal information throughout the process, and it is strictly forbidden for any unit or individual to disclose citizen information to any institution, unit or individual.

Article 9 of the "Statistical Law of the People's Republic of China" clearly stipulates that statistical agencies and statisticians shall keep confidential the state secrets, commercial secrets, and personal information that they learn in their statistical work.

Article 33 of the Regulations on the National Census stipulates that the information obtained in the census that can identify or infer the identity of a single census object shall not be provided or disclosed by any unit or individual, and shall not be used as a specific administrative act on the census object. It must not be used for purposes other than the census.

  It is understood that from the source of the data, census takers must sign a confidentiality undertaking before carrying out the census work, and must strictly perform the confidentiality obligation for the information learned in the census, otherwise they will bear corresponding legal responsibilities.

From the perspective of technical means, the seventh national census adopted electronic means to carry out census registration for the first time. The mobile and server sides adopted strict data encryption and desensitization technology, and the entire data transmission process was encrypted to ensure that citizen information was not leaked through Internet channels.
