According to meteorological monitoring, since June 1, China has ushered in 9 regional heavy precipitation. In the south, the most intense, widest, and longest-lasting rainfall process has occurred since this year. More than 100 rivers have flooded above the warning level. Currently, 7.759 million people have been affected in 24 provinces (autonomous regions and municipalities).

However, the torrential rains did not stop. In addition to the heavy rain brought by typhoon "Parrot" to South China, there will be another round of heavy precipitation in eastern Northwest China, eastern Southwest China, Huanghuai, Jianghan, and Jianghuai from 15 to 18 process. This round of heavy rainfall area has some overlap with the rainfall area since the 11th, and it is necessary to prevent the superimposed impact.

On June 11th, the flood in Liuzhou City, Liujiang, Guangxi resumed, ushering in the third round of this month's peak over-alert level. Lin Xinshe

Typhoon “Parrot” retreats and heavy rainfall will “set up camp” in 9 provinces

Since June, waves of heavy precipitation in the south have been seamlessly connected. Typhoon "Parrot" has just left, and a new round of heavy precipitation has been arranged again.

This year's No. 2 typhoon Parrot has weakened into a tropical depression in Beiliu City, Yulin, Guangxi at 5 pm on the 14th, and its intensity continued to weaken. The Central Meteorological Observatory stopped numbering it at 20 pm on the 14th.

Immediately afterwards, the Central Meteorological Observatory predicted that from the 15th to the 18th, there will be a new round of heavy rainfall in the southwestern part of the northwestern region and southwestern region to Jianghan, Huanghuai, Jianghuai and other places. .

Knock on the blackboard! ! Focus! ! The strongest period of this round of rain is from 16th to 17th. Among them, the rainfall along the Huaihe River to the Huaihe River Basin has a long duration and high intensity, and has obvious characteristics of enhanced nighttime precipitation. On the 19th, the main rain belt pressured south to the Jiangnan area, and its intensity weakened.

Judging from the weather trends of this year's flood season, according to the previous research and judgment of the National Climate Center, this summer (June-August), China's climate situation has a general deviation, extreme weather and climate events are more, and the precipitation generally shows a spatial distribution of "more north and south, less middle". Waterlogging is more important than drought, and there may be severe flood conditions in the middle and lower reaches of the Yangtze River, the middle and upper reaches of the Yellow River, and the Haihe River Basin.

Source of National Precipitation Forecast Map: Central Meteorological Observatory

Chen Tao, the chief forecaster of the Central Meteorological Observatory, analyzed that this round of precipitation has three characteristics: wide range of influence, long duration, and strong convective weather.

Regarding the range of precipitation, the rainfall process covered 9 provinces from the southwest to Jianghan, Huanghuai and Jianghuai. The cumulative rainfall in southern Shaanxi, northeastern and southern Sichuan, northern Chongqing, southern Guizhou, northwestern Hunan, western and northeastern Hubei, southeastern Henan, central and northern Anhui, and central Jiangsu has accumulated 100 to 200 mm of rainfall.

In terms of duration, from the 15th to the 18th, heavy rains will be “anying in the village” along the Huaihe River to the Jianghuai region. The rainfall zone is basically stable, and the accumulated rainfall is large.

In addition, Sichuan Basin, Jiangsu, Anhui and other places will be accompanied by strong convective weather such as short-term heavy precipitation and thunderstorms. For example, the cumulative rainfall in northeastern Sichuan can reach 200 mm to 300 mm, and the central Anhui and central Jiangsu can reach 300 mm to 400 mm.

Multiple warnings and bursts of Huaihe need to be alert to major floods

Facing the coming heavy rain, China Meteorological Administration, Ministry of Water Resources and Ministry of Natural Resources have issued three early warnings of heavy rain (blue), flash flood and geological disasters.

In terms of precipitation, it is estimated that from 14:00 on June 15 to 14:00 on 16th, central and southern Jiangsu, Anhui, Shanghai, northern Zhejiang, northeastern Hubei, southeastern and western Henan, western and northern Sichuan Basin, central and southern Shaanxi, southern Gansu, southern China The southern coast, western Yunnan, and southern parts of the country have heavy to heavy rains and local heavy rains (100 to 150 mm). Some of the above-mentioned areas are accompanied by strong convective weather such as short-term heavy precipitation and local thunderstorms.

In terms of disasters, local floods may occur in local areas such as southern Ningxia, eastern Gansu, southern Shaanxi, northeastern Sichuan, northern Chongqing, southern Yunnan, and northwest Guangxi from 2:00 on June 14 to 2:00 on June 15.

In addition, the meteorological risk of local geological disasters in southwestern Jiangsu, central Anhui, eastern Hubei, eastern and northwestern Guangxi, northeastern Chongqing, northeastern Sichuan, central Guizhou, southwestern Yunnan, southern Shaanxi and other places has high meteorological risks (Yellow warning).

"Excessive floods, reservoir accidents, and mountain flood disasters are the "three major risks" that we should attach great importance to this year." On the 14th, the relevant bureaus of the Ministry of Water Resources and the Huaihe River Water Conservancy Commission held a remote video conference, specifically mentioning the need to prevent the three major risks caused by heavy rain.

According to the analysis of this meeting, from June 15 to 18, the Huaihe River Basin will have a strong rainfall process, the cumulative surface rainfall is 70 mm, and the Huaihe River will have a flooding process. At present, the Huaihe River Basin has entered a critical period of flood control, and a large flood may occur in the Huaihe River. We must closely monitor changes in rain, water, and flood conditions.

Emergency response of level IV disaster relief in disaster-stricken countries in many provinces started

As of June 13, the flood disasters this year have caused 7.759 million disasters in 24 provinces (autonomous regions and municipalities) such as Guangxi, Guangdong, Hunan, Jiangxi, Guizhou, and Chongqing, with direct economic losses of 19.58 billion yuan.

Since entering the flood, the Ministry of Emergency Management has organized a total of 1,489 fire rescue teams to participate in flood relief and rescue operations, dispatched more than 20,000 commanders, rescued and evacuated 2,1920 people in distress.

Locally, Chongqing and Guizhou have recently suffered frequent disasters.

At 04:30 on June 14th, Chongqing Shizhu County Meteorological Bureau issued the "storm rain orange warning signal". The rainfall in Shizhu County was 57.1 millimeters, which was a rainstorm rating. The rain caused flooding of Nanbin Middle School in the county, Chengzeguo in the northern part of the city, and flooded street cars and storefronts. Many cars floated on the water and moved along with the water. In Shizhu County, the largest rainfall is in Wanchao Town, with a rainfall of 111.4 mm, which has reached a level of heavy rain.

What about the overall water regime in the south? The knowledge points you care about are here

Recently, the water conditions and disasters in the south have touched people's hearts. So, what has been the overall situation in the south since the flood season? What are the key issues to prevent next?

——Super-alarm flood occurred in 148 rivers

At present, my country has entered the flood season in an all-round way, with frequent rainfall. A total of 148 rivers have flooded above the warning level. The Xijiang River and the Beijiang River in the Pearl River Basin both experienced No. 1 floods this year, and flood disasters have occurred in some areas.

——Focus on preventing three major risks

Heavy rainfall has caused many disasters and caused severe losses to the southern region. Exceeding standard floods, reservoir accidents, and mountain flood disasters are the "three major risks" to be highly valued this year.

——Be prepared for flood prevention

The critical period of flood control in our country is from June to August, and the rainy season has entered the Jiangnan region. The meteorological department predicts that there will be more rainfall in the southern region this year, and the flood control situation is very grim.

——Ensure the safety of over 98,000 reservoirs during the flood season

There are more than 98,000 reservoirs in my country, of which more than 94,000 are small reservoirs, and some reservoirs are in varying degrees of danger, which is a weak link and a prominent shortcoming in flood control work.

——The flood disaster cannot be prevented

Mountain flood disasters are multi-faceted and strong in suddenness. The number of mountain flood disaster casualties each year accounts for about 70% of the number of flood disasters.
