  • Fernand Berhnard, mayor of Sanary-sur-Mer (Var) for 30 years, has issued an order prohibiting the purchase of only one baguette, then another prohibiting exits more than 10 meters from his home.
  • For his opponents, it is above all a new way of making people talk about him.

They have no choice but to adapt to the drastic decisions of their mayor. “At first the customers were very surprised. Now they are used to it, they take their bread for the week, and we cut the baguettes so that they can freeze them, ”relates a saleswoman from the Maison Avy bakery, in Sanary-sur-Mer, in the Var.

Since Monday morning, it is now the animal masters who must manage with a new decree made by the mayor Ferdinand Berhnard. It now prohibits its citizens from going out more than 10 meters from home. A choice that complements that of forcing Sanaryans to buy more than one baguette, decided last week.

"The inhabitants diverted the spirit of the law"

“These orders were made to guarantee health security, quite simply. The inhabitants hijacked the spirit of the law. By going for bread every day, you multiply the risk by seven. Most people respect confinement, but some do not. They taunted those who respected the rules and that created tensions ”, justified the councilor at the head of the city for more than 30 years.

Could the @ prefecture83 enforce the national confinement instructions, and not the rules imposed by the Mayor of Sanary sur Mer, not to move beyond 10 meters from home.
What is the purpose of the national decree?

A member of the association of merchants of Sanary-sur-Mer, who prefers to remain anonymous, says he is "not at all surprised" by these orders. "It is in line with what it usually does: seek to be talked about, even in this period. It makes us ashamed. I call on all residents not to comply with this decree, which is not part of national law, ”he said.

"He likes to advertise himself"

For his opponent Emmanuel Serra, who ran against the mayor during the last municipal elections, Ferdinand Berhnard "likes to flatter his ego, even in this kind of drama, it suits him". "He takes discriminatory orders, imagine those who live in a building and who cannot even leave more than ten meters from their home. After he argued that Covid-19 can be transmitted by animals when he never took the advice of a doctor. He likes to be talked about, to advertise himself and afterwards people vote for him ”, he considers.

He also broadens his remarks on the management of the city for 30 years. “The first thing he did when he got there was to get a building permit for his veterinary clinic. It was ultimately the Council of State that called it back. He juggles with the law and already when he was at the Modem, many denounced his dictatorial management, "adds Emmanuel Serra.

"I will take over an order"

Ferdinand Berhnard denies managing his city in an authoritarian manner. “My only concern is the health of my constituents. The first decree I had taken was to prohibit the market where the rules were not respected. A few days later, the government did the same. I prefer to anticipate and prepare the population for new measures, that's all that matters to me, ”he considers.

The 30 Million Friends Foundation announces this Tuesday that it sent a gracious appeal to the mayor so that it withdraws its decree which it judges to "seriously impair the freedom to come and go from the inhabitants of Sanary-sur-Mer and in particular to those who have the daily need to take out their dogs ”. The foundation reserves the right to seize the administrative judge.

The prefect of Var meanwhile “considered it essential that a judge be called upon to rule on the subject. Also, yesterday Monday, the Prefect of Var signed a referral and a liberty summary sent to the administrative court of Toulon ", said the prefecture to 20 Minutes . “All that matters to him is his career. If he breaks the order, I will resume one the next day, ”retorted Fernand Berhnard, who, according to our information, is summoned to the Marseille Criminal Court on June 8 for embezzlement of public funds, illegal taking of interests and favoritism.
