Without obscuring the road that remains to be traveled so that people with disabilities can live better in our country. "This conference falls mid-term, so it will also be an opportunity to take stock of the government's action in the field of disability, but also to give perspectives," said the Elysee. A meeting eagerly awaited by associations who believe that the account is not there.

The government eagerly awaited on the issue of schooling

Where the government is most eagerly awaited, it is first of all on the question of the education of children with disabilities. The objective that "no child will be without a schooling solution at the start of the next school year" will be announced, says the Elysée. To do this, it should count in particular on the pooling of AESH (Accompanying children with disabilities), that is to say the fact that they work with several children, or even in different establishments.

“If this is the way for children who need support to follow more hours of class, why not. But it is a measure to supervise, because it is not necessary that an AESH takes care of too many children and who would have too different handicaps ”, judge Arnaud de Broca, president of the collective Handicaps, who brings together 47 associations.

To simplify the lives of families, the executive also wants to bring more medical and social teams (physiotherapist, speech therapist, etc.) into schools. "Parents will no longer have to run from one meeting to another," promises the Elysée. A disability training module will also be integrated into initial teacher training. "It is absolutely necessary, but it must not be a one-hour module, but a complete training which will allow you to understand different types of disabilities," says Arnaud de Broca.

Another major step forward: the early diagnosis of children between 0 and 6 years of age will be extended to 12 years inclusive. With a zero charge remainder for families. "It is a positive measure because certain disorders are sometimes complicated to detect. And that will allow better support behind ”, continues Arnaud de Broca. A national telephone number, 360 will also be opened in 2021 to allow parents to find solutions.

Facilitate and accelerate procedures

At the same time, for children or adults who need it, places of accommodation in institutes will emerge: “We will create 1,000 additional as well as 2,500 bridge places, which will allow adults progressive support towards independence. . These will be added to the 2,500 places already planned ”, indicates the Elysée. An emergency when you know that currently 6,500 adults and 1,500 children have left to live in Belgium, due to a lack of places in France and that 500 move every year for this reason.

"We want to find alternatives to avoid these forced departures," said the State Secretariat for the Disabled. Figures that arouse caution in Arnaud de Broca: “There are often announcements of places. But we have to see if they will be achieved and within what time, ”he warns.

Another objective of the government: to facilitate the procedures with the departmental houses of the handicapped people (MDPH), which decide the opening of the rights to benefits (allowances, orientation towards an establishment or medico-social service…). Currently, the time taken to examine a file is very variable from one territory to another (from two to ten months). In some regions, you have to wait several months to receive the AAH (allowance for disabled adults).

"We will fix a time limit of three months maximum for the granting of the AAH by 2021," says the Elysee. “It remains to be seen how the government will succeed in enforcing this deadline. This will require a lot of resources, ”comments Arnaud de Broca. A new aid will also be created: the right to parenthood, which will take the form, for example, of external aid to perform certain everyday gestures, such as bathing one's child, having dinner…

Boost the employment of disabled people

One of the dark spots in the situation of people with disabilities is their unemployment rate, which remains twice as high as the national average. And while the law requires companies with more than 20 employees to hire 6% of people with disabilities, under penalty of financial penalties, private companies with more than 20 employees had 3.5% of people with disabilities in their staff in 2018.

The government will announce on Tuesday its wish to increase from 4,000 apprentices to 10,000 within two years, which will then encourage hiring on permanent contracts. Springboard fixed-term contracts which allow disabled workers to move from an adapted enterprise to a conventional enterprise will also be facilitated. And the executive intends to encourage more companies to sign the "Manifesto for the inclusion of people with disabilities in the economic world" (130 have already done so). "But that is not enough, because we must also fight against discrimination in hiring," insists Arnaud de Broca.
