Anma teacher training facility Constitutional regulations to protect visually impaired persons Tokyo District Court December 16th 12:39

The law that protects the Anma massage chiropractors who are visually impaired is not allowed to set up facilities to train masseurs who are not visually impaired. Decided that the regulations did not violate the constitution and rejected the lawsuit of the school corporation.

The Osaka school corporation “Heisei Medical School” applied for the establishment of a facility to train Anma Massage Shiatsu for people who have no visual impairments at a vocational school operated in Yokohama. The application was not approved by the government because of the provisions of the law that protects teachers, and it sought to cancel the decision because it violated the constitution that guaranteed freedom of occupation.

In the trial, the country claimed that regulation was necessary because it could make it difficult to maintain the livelihood of visually impaired people who are socially and economically vulnerable.

In a ruling on the 16th, Judge Takao Furuta of the Tokyo District Court decided that the provisions of the law did not violate the constitution and rejected the lawsuit of the school corporation.
