When the central government or local governments use crop pest control funds to purchase pesticides, they should give priority to the purchase of pesticides from the national disaster relief reserve.

How to implement the reserve work? The "Measures" pointed out that the National Development and Reform Commission and the Ministry of Finance, together with the Ministry of Agriculture and Rural Affairs, determine the scale of the national disaster-relief pesticide reserve according to changes in the situation.
