According to the document, the size of the commission cannot be determined by opening bank accounts in different separate (internal structural) branches of the bank.
The innovations are expected to eliminate inter-regional discrimination of consumers, ensure freedom of movement of money in the financial market and the development of cashless payments.
The project was submitted to the State Duma at the end of September.
Russian Prime Minister Dmitry Medvedev supported the initiative. According to him, this "discrimination" is unacceptable.
As the head of government emphasized, this issue concerns almost every person in the country.
