Our coverage confirmed that the prosecution, which is investigating the allegations of Wirye New Town development, secured the statement of Mr. Yoo Dong-gyu that he directly reported the contents of the contract behind the scenes to CEO Lee Jae-myung.

The prosecution plans to focus on investigating whether Lee was aware that developers were taking unfair advantage if he appeared in the investigation.

Reporter Kang Chung-wan covered the story exclusively.

The key to the allegation of the Wirye New Town development, which is called a miniature version of the Daejang-dong project, is that private businessmen, including lawyer Nam Wook, stole internal information from Seongnam City and were selected as operators, and made profits worth tens of billions of won.

In 2013, when lawyer Nam and others found it difficult to secure the land purchase price in the course of the project, they signed a contract with Hoban Construction to guarantee the payment of funds and hand over the construction rights instead. It was confirmed that he stated to the prosecution that he reported directly to Democratic Party leader Lee Jae-myeong, who was the mayor of Seongnam.

In an investigation conducted by the prosecution in October of last year, Jeon Yoo, head of the headquarters, told CEO Lee on November 28, 2013, five days before the selection of the business operator, that 'Hoban Construction and the implementation operators are fighting over the stake (equity fight), and it seems to be resolved soon' , and CEO Lee stated that he "instructed the private business operators to solve the problem well and proceed with the business quickly."

Head Jeon Yoo also stated that he reported to CEO Lee that Hoban Construction had decided to become the construction company if he helped raise funds.

Based on these statements, the prosecution believes that it is impossible without a public offering between a private business operator and Seongnam City that Hoban Construction was nominated as a contractor, even though construction companies are not allowed to participate in the requirements for forming a consortium.

In response, CEO Lee replied, “It is difficult to confirm,” and Hoban Construction said that it had not received preferential treatment in the process of selecting a constructor since the related search and seizure in August of last year.
