The government's plan to ease the safety diagnosis standards for reconstruction is expected to be released next week at the earliest.



A plan to lower the structural safety weight, which is the core of the safety diagnosis standard, from the current 50% to 30% and to give local governments the discretion to increase or decrease from the standard is being strongly reviewed.



According to the Ministry of Land, Infrastructure and Transport and the construction industry today (30th), the Ministry of Land, Infrastructure and Transport is scheduled to announce measures to ease the safety diagnosis standards for reconstruction around next week.



Improving the safety diagnosis standards for reconstruction is a pledge of President Seok-Yeol Yoon, but the government has delayed the announcement due to instability in house prices.



In the August 16 National Residential Stability Implementation Plan, the government lowered the weight of structural safety evaluation, which is considered the biggest obstacle to passing the safety diagnosis, from the current 50% to 30-40%, and increased the weight of residential environment and facility deterioration from the current level. We have announced our intention to do so.



Instead, it was decided to expand the discretionary power of local governments by granting the right to designate maintenance areas (special/metropolitan mayors, etc.) with the right to increase or decrease (±5~10% points) for each category through consultation with the Ministry of Land, Infrastructure and Transport.



It means that the weight can be raised or lowered from the standard according to the judgment of the head of the local government who is familiar with the local situation.



It is reported that the government is currently considering a plan to lower the standard for structural safety to 30% and give the local government head discretion to increase or decrease up to 10 percentage points (p) according to the judgment.



In this case, the structural safety weight can be adjusted from a minimum of 20% to a maximum of 40% according to the decision of the head of the local government.



It is reported that the housing construction industry proposed to lower the structural safety to 20% as in the past at a recent government maintenance project-related task force (TF) meeting.



While the government is actively promoting the 1st new town redevelopment project, we conveyed the opinion that the reconstruction of the new town apartment complex is possible only when the structural safety weight is lowered.



It is known that the government is also considering the final plan considering the impact that this safety diagnosis standard will have on the 1st new city redevelopment project.



Instead of lowering the proportion of structural safety, the proportion of residential environment is expected to increase from the current 15% to 30%, and the proportion of building finish and facility deterioration from 25% to 30%.



The government and the construction industry believe that if the structural safety weight is lowered and the residential environment and aging facilities are increased, it will be easier for complexes that want to be reconstructed to pass the safety diagnosis due to lack of parking lots or convenience facilities in the complex, deteriorated exterior or plumbing, etc.

Reconstruction promotion complexes built in the late 1980s, including new town complexes in Mok-dong, Yangcheon-gu, Seoul, which are currently undergoing safety inspections, and Sanggye, Junggye, and Hagye-dong, Nowon-gu, and apartments in the first phase of new cities, such as Bundang and Ilsan, where reorganization plans are being established, are expected to benefit. It's possible.



The threshold for precise safety diagnosis will also be lowered.



Currently, it is compulsory to undergo an 'adequacy review' by government agencies such as the Korea Institute of Civil Engineering and Building Technology when receiving a grade D in the safety diagnosis, but in the future, this review will be conducted only when the local government requests it.



In the previous government, there were many complaints that the government was applying too strict standards to disallow reconstruction as many D-rated complexes were eliminated from this adequacy review stage.



An official in the construction industry said, "Even without the adequacy review evaluated by the second precise safety diagnosis, the number of complexes that can be reconstructed will increase." I predicted



The government is reviewing a plan to revise the reconstruction safety diagnosis standards within this year and implement them from January next year.



Initially, the government was cautious, saying that it would decide the implementation time while looking at market conditions such as house prices, but as the recent decline in house prices began in earnest, it turned to implementation next year.
