A 30-year-old mother who repeatedly abused her 3-year-old daughter's ankle by handcuffing toys or hitting her with her bare hands has been sentenced to prison time along with a man who lives with her.

The Incheon District Court's 9th Criminal Division (Judge Jeong Hee-young) announced yesterday (24th) that A (31, female), who was arrested and charged with habitual child abuse and child neglect and neglect under the Child Welfare Act, was sentenced to one year in prison.

In addition, under the Child Welfare Act, a 20-year-old man B, who was indicted without detention on charges of habitual child abuse, was sentenced to 4 months in prison and arrested in court.

The court ordered A and B to complete an 80-hour and 40-hour child abuse treatment program, respectively, and restricted them from working in child-related organizations for three years.

From October last year to March of this year, Mr. A was charged with abusing his daughter C (3) at her home in Seo-gu, Incheon, etc.

It was found that Mr. A frequently handcuffs toys to Miss C's ankles, and also handcuffs his wrists, then connected them to the water pipe to make them immobile.

From November of last year to January of this year, Ms. B, who lives with me, also knocked down Ms. C and then assaulted her, such as stepping on her or hitting her on the cheek to the point of bruising.

On the other hand, Mr. A, after giving birth to sheep C in 2018, left it to his mother and lived alone. He learned that if he raises a child, he can receive various childcare allowances from the government, and he has been raising him since January of last year.

However, it was confirmed that Ms. C was virtually left in a room littered with dog and cat excrement and garbage.

The court said, "The accused abused the victim habitually, even though they were obliged to properly raise the child as a guardian." We considered the seriousness of the guilt," he said.
