The Ministry of Public Administration and Security first declared 10 local governments in Seoul, Gyeonggi, Gangwon, and Chungcheong as special disaster zones today (22nd).



Among the 10 special disaster areas, eight local governments to which the entire region is applied are Yeongdeungpo-gu and Gwanak-gu in Seoul, Seongnam-si, Gwangju-si, Yangpyeong-gun in Gyeonggi-do, Hoengseong-gun in Gangwon-do, Buyeo-gun and Cheongyang-gun in Chungnam.



The two special disaster areas include three special disaster areas within the local government: Gaepo 1-dong, Gangnam-gu, Seoul, Geumsa-myeon and Sanbuk-myeon, Yeoju-si, Gyeonggi-do.



Local governments declared as special disaster zones will be able to reduce their financial burden by converting about 50 to 80% of the recovery cost for damage to private and public facilities into the national budget.



In the case of residents affected by the local government, indirect benefits such as national and local tax payment exceptions and reduction of public charges are provided along with disaster subsidy support.



The Ministry of Public Administration and Security explained that based on the results of a preliminary investigation into areas affected by heavy rain from August 8th to 17th, 10 local governments that are certain to meet the criteria for declaring special disaster areas were first declared with the approval of the president.



This is in response to the judgment that preemptive measures at the government level are necessary to promptly rectify and restore the damage caused by heavy rain.



Above all, he added that he took into account the fact that it would take time to investigate all the damaged areas, making it difficult to provide prompt assistance even in the areas where the damage investigation has been completed.



The Ministry of Public Administration and Security plans to conduct a joint investigation by the end of this month for other areas that have not been declared this time, and declare additional special disaster areas as soon as they meet the requirements for declaration.
