When I go abroad, I stand in front of a face recognition machine at the airport and go through immigration.

Last year, it was revealed that the government had handed over the face photos and passport information of the people collected in this way to a private company.

The Ministry of Justice and the Ministry of Science and ICT started the 'AI Facial Recognition Technology Development Project' in 2019.

It was a project to create an 'identification tracking system' that uses artificial intelligence to identify the faces of immigrants and detect dangerous situations in advance.

In October of last year, it was revealed that face photos and passport information of people who entered and exited by the government were provided to eight private companies in the name of providing algorithm learning data.

[Park Beom-gye / Minister of Justice at the time (October of last year, government audit): I found out for the first time today.

I was very surprised.

Possibility to be abused Possibilities to be abused Are you not worried about that?

It is strictly internally limited so that it cannot be abused...

.]

The data was provided encrypted and the data after algorithm learning was discarded, but civic groups filed a constitutional complaint today stating that the government violated the right to self-determination of personal information by handing over personal information without the consent of the person concerned.

[Chaewan Seo / Attorney (Attorneys for a Democratic Society): We processed 170 million personal information and provided it to private companies and used it to develop facial recognition and facial recognition system.]

They argued that biometric information such as face photos is closely related to the personal rights of the data subject, so handling such information indiscriminately infringes on individual dignity.

Earlier, in April, the Personal Information Protection Commission judged that the government's facial data provision was legal because it was used within the scope of immigration control purposes.

[Kim Min / Jinbo Network Activist: We want to check whether the right to self-determination of personal information is guaranteed or not for our right, which even the Personal Information Protection Committee has forsaken.]

It is noteworthy what conclusion the Constitutional Court will draw between technological development and the right to self-determination of personal information.
