The Ministry of Public Administration and Security plans to take over a wide range of functions and tasks, including personnel rights, inspection and disciplinary action, to effectively control the police.

Regarding the 'police department' that has emerged as an issue, the advisory committee recommended 'establishing a police-related support organization'.



According to relevant laws such as the Constitution, the Government Organization Act, the Police Act, and the Criminal Procedure Act, the Minister of Public Administration and Security should perform various roles in relation to the National Police Agency, such as proposing and proposing laws, directing the head of the agency under his/her authority, recommending personnel, submitting the agenda to the National Police Committee, and discussing revision of investigation regulations. However, the advisory committee explained that this is because there is currently no organization within the Ministry of Public Administration and Security to support related tasks.



The enactment of the 'rules of command of the Minister of Public Administration and Security for the Commissioner of the National Police Agency' was also included in the recommendations.



The establishment of the command rules also applies to the Fire Department, another agency of the Ministry of Public Administration and Security.



According to the Government Organization Act, the Ministry of Public Administration and Security and the Advisory Committee explain that seven ministries, including the Ministry of Strategy and Finance, have established command rules, but the Ministry of Public Administration and Security and the Ministry of Oceans and Fisheries do not.



The Ministry of Public Administration and Security is also planning to be involved in police personnel, so strong opposition from the police is expected.

The recommendation included 'the establishment of a candidate recommendation committee or recommendation advisory committee for proposals of the Commissioner of the National Police Agency, the head of the National Investigation Headquarters, and other high-ranking officers of the police'.



In addition to personnel management, inspection and disciplinary matters are also sensitive areas.



The advisory committee gave priority to the self-inspection of the police, but came up with a plan to supplement external audits and inspections such as the Board of Audit and Inspection in a substantive way.



Specifically, the advisory committee recommended that the Minister of Public Administration and Security should be given the right to demand disciplinary action for high-ranking police officials above a certain rank, including the Commissioner of the National Police Agency, saying that disciplinary procedures for the commissioner of the National Police Agency are problematic in that the commissioner can proceed with the disciplinary procedure only if the commissioner himself requests his own disciplinary action. .



Police duties such as expansion of manpower, reinforcement of investigation expertise, improvement of the rank retirement system and multiple rank system, expansion of promotion from general to high-ranking positions such as police officers, reinforcement of education and training, improvement of treatment in preparation for the public security field, etc. A plan to expand the relevant infrastructure was also proposed.



For the fairness of the investigation, the affiliation of the investigative examiner was changed to a higher level institution than the agency to which the investigator belongs, and a plan was prepared to strengthen the role of the investigation deliberation committee.



The Advisory Committee then proposed the establishment of a 'Police System Development Committee' (tentative name) under the president's authority to come up with a broad and fundamental development plan for the police system.
