At that time, he was sentenced to prison and his doctor's license was revoked.

This man is the director of an obstetrics and gynecology hospital in Seoul, Mr. A, who is riding a slack woman in a wheelchair and going to the underground parking lot.



She illegally administered 13 drugs, including psychotropic drugs, to a woman she knew and abandoned her body at the Han River Park when the woman died.



Person A was sentenced to 1 year and 6 months in prison for negligent manslaughter, corpse abandonment, and violation of the Narcotics Management Act, and the Ministry of Health and Welfare also revoked Mr. A's doctor's license in 2014.



In 2017, three years after his license reissuance limitation period, Mr. A applied to the Ministry of Health and Welfare to request his doctor's license to be reissued.



When the Ministry of Health and Welfare did not accept, Mr. A filed an administrative lawsuit, and the court upheld Mr. A's hand.

First, we determined that there was a procedural problem.



The Ministry of Health and Welfare notified Mr. A only that the reissuance of the license was disapproved, which was considered to have violated the duty to explain the grounds and specific reasons for the disposition when taking administrative measures.



The court also cited a provision of the Medical Law that states that a license can be reissued if there is a clear sense of remorse for the wrongdoing.

The Ministry of Health and Welfare considered the seriousness of the victim's death, but it was not accepted. .



As the Ministry of Health and Welfare appeals, it is expected that A's recovery as a doctor will be decided by the appeals court.
