Prosecutor General Kim Oh-soo said today (13th) that he had requested a meeting with President Moon Jae-in regarding the so-called 'completely deprived of the prosecution's investigation authority'.

At a press conference at the Supreme Prosecutors' Office today, President Kim said, "I asked the president for an interview about the bill to abolish the prosecution's investigation function, which the Democratic Party officially confirmed as the party's argument."

He said, "The president once asked the Ministry of Justice to make every effort to implement the new criminal justice system so as not to cause inconvenience to the public and to be mindful not to reduce the nation's ability to respond to crimes due to the implementation of the new criminal justice procedure," he said. He asked, "Is the attempt to abolish the prosecution's investigation function appropriate to such a request?"

He continued, "It is difficult to understand and accept whether the National Assembly will handle the criminal justice system, which will have a huge impact on the person, like military operations, or whether the prosecution will unconditionally prevent investigations."

President Kim also pointed out that the specific details of the bill being promoted by the Democratic Party are not clear.

"Where did you investigate the Sewol ferry, humidifier sterilizer, state government nongdan, abuse of judicial administration, large financial and fair trade cases, large catastrophes, and corruption crimes?" he said, adding, "Where did you investigate violent crimes such as murder, gangsters, drugs and sexual violence, voice phishing, and sales fraud? The real culprit or behind the crimes against people's livelihood should not be revealed through cooperation with the police or by the prosecution further investigation."

After referring again to the statistics released by the Supreme Prosecutor's Office yesterday, such as the delay in the supplementary investigation that occurred after the adjustment of the investigative authority last year, he said, "I, who served as the Vice Minister of Justice at the time of preparing the revised criminal law, feel a heavy responsibility for this situation." If it can be completely remedied and only cause confusion, what is the meaning of promoting prosecutorial reform?” he asked.

In response to his remarks on his way to work, President Kim said, "(Inspection and inspection is a direct violation of the Constitution)," said Yun Ho-joong, chairman of the Emergency Response Committee of the Democratic Party of Korea, "there is not a single line in the Constitution about the authority of the prosecution office. He further explained what he criticized as saying, 'The prosecutor asks for a warrant'."

He said, "Article 12(3) of the Constitution stipulates the prosecutor's right to request a warrant, but the right to request a warrant is predicated on the right to investigate. To do so is unconstitutional,” he said.

President Kim emphasized, "Isn't this meant that not only me but also the president should be held accountable?" and emphasized, "I earnestly ask everyone to listen to the voices of well-to-do citizens and uphold the true spirit of the Constitution and democracy in the remaining procedures." I did.
