According to the Ministry of Industry and Information Technology, some netizens and media recently reported that some websites forced users to download APPs when users browsed page information.

The Information and Communication Administration of the Ministry of Industry and Information Technology attaches great importance to this, and immediately organized an inspection, and held an administrative guidance meeting a few days ago to urge relevant Internet companies to make rectifications.

The meeting pointed out that with the rapid development of the mobile Internet, various APPs have flourished, providing users with a wealth of application services.

However, some websites such as information and online communities frequently pop up windows to recommend apps when users browse the web, require downloading the app to view the full text, and not be able to view comments without the app, which hinders users from using the web to browse information and infringes on the legitimate rights and interests of users, and the masses react strongly. .

The meeting demanded that relevant Internet companies should strictly abide by the requirements of relevant laws and regulations, always regard safeguarding user rights and improving service experience as the fundamentals of winning users, conduct self-examination and self-correction, conduct immediate reforms, and resolutely correct existing problems.

When users browse the content of the page, first, without the user's consent or active selection, the APP cannot be downloaded automatically or forcibly; when recommending the download of the APP, an obvious "cancel" option should be provided simultaneously to effectively protect the user's right to know and right to choose.

Second, without reasonable and justifiable reasons, users shall not be required to not read the APP without downloading the app, or not allow the user to read the full text.

The third is not to force or mislead users to download, open the app, or jump to the app store by means of folding display, active pop-up windows, frequent prompts, and reduced experience, which affects users' normal browsing of information.

Relevant Internet companies stated that they will conscientiously implement the relevant requirements, conduct comprehensive self-examination and rectification, operate in compliance with laws and regulations, improve services, and enhance user experience, so as to jointly create a mobile Internet application environment that reassures and satisfies the masses.

The Information and Communication Administration of the Ministry of Industry and Information Technology will continue to pay attention to the problems reported by users, strengthen APP monitoring and testing, and guide and urge Internet companies to effectively protect the rights and interests of users.
