The "Measures" pointed out that the second-hand passenger car transaction turnover index (hereinafter referred to as the "turnover index") refers to the time when a second-hand car distribution enterprise registered in this city acquires a second-hand passenger car and handles the verification of a second-hand car sales invoice under the policy of regulating the number of passenger cars. indicator used.
When interpreting the "Measures", the relevant departments stated that second-hand car circulation enterprises that have filed with the city's commercial department and rented parking spaces in the city's second-hand car trading market can apply for the allocation of turnover indicators.
Second-hand car distribution enterprises that have filed with the city's commerce department and have more than 20 fixed parking spaces (excluding road parking spaces) outside the trading market can also apply for the allocation of turnover indicators.
Families, individuals, institutions, and enterprises that are not engaged in the circulation of used cars cannot apply for turnover indicators.
The number of turnover indicators simultaneously used by a second-hand car distribution enterprise shall not exceed the number of parking spaces rented by the enterprise in the trading market or the number of parking spaces for fixed use outside the trading market.
After the second-hand passenger cars acquired by the second-hand car distribution enterprises using the turnover index have completed the transfer registration, the resident enterprises in the trading market must store the second-hand passenger cars to be traded in the trading market, and the enterprises outside the trading market must store the second-hand passenger cars to be traded. In its fixed parking lot, it is not allowed to drive on the road.
The "Measures" also stipulate that the turnover index does not occupy the annual quota allocation of units, families and individuals, and the turnover index does not limit the total amount and implement free allocation.
