  It is understood that the "Notice" has improved the multi-departmental joint supervision of the entire chain before, during and after the event, and refined the disposal measures and operational procedures to facilitate the operation and implementation of relevant departments at all levels.

The main amendments to the Notice include:

  The first is to increase the requirement for joint supervision in advance.

Relevant local departments are required to optimize service processes, strictly control industry access, and urge online car-hailing platform companies not to access drivers and vehicles without corresponding taxi licenses.

  The second is to improve the joint supervision of the whole chain.

Will engage in business activities without obtaining an online car-hailing business license; online car-hailing platform companies will issue orders to drivers and vehicles that have not obtained corresponding taxi licenses, and fail to transmit relevant data information to the online car-hailing supervision information exchange platform in accordance with regulations; Dumping at low prices, fraud, unreasonable differential treatment of individuals in terms of transaction conditions; endangering network security, data security, and infringing on the rights and interests of users’ personal information; payment and settlement of illegal business funds; infringing on the labor security rights and interests of car-hailing drivers; 8 violations of laws and regulations, including endangering public interests, disrupting social order, and affecting social security and stability, are included in the joint supervision work.

  The third is to refine the joint supervision process of the whole chain.
