However, the workers who were working on windows and firefighting equipment between the 28th and 34th floors disappeared without being able to escape.



As there was a time of 10 minutes before the apartment collapsed, if there had been a quick evacuation order, the loss of life could have been reduced.



Another worker at the site on the day of the accident said he had not heard any evacuation orders from the contractor.
