Amid the prolonged COVID-19 epidemic, the government is providing up to 6 million won and 5 million won, respectively, for psychological recovery of students suffering from extreme anxiety and depression and for treatment of students suffering from severe adverse reactions to vaccines.

Deputy Prime Minister and Minister of Education Yoo Eun-hye announced the 'Student Health Recovery Support Plan to Overcome Corona 19' at the government complex in Sejong on the 18th.

Complementary medical expenses are subsidized up to 5 million won when a serious adverse reaction occurs within 90 days of inoculation among students under the age of 18 at the time of inoculation, but causality is not recognized and national compensation is not received.

'Severe' is a case where the amount of national compensation application is more than 300,000 won based on the out-of-pocket payment regardless of the symptom type, and it corresponds to a case that was rejected in the deliberation of the Special Committee on Immunization Damage Compensation according to the national compensation system.

The Ministry of Education explained that the period was set within 90 days after vaccination in consideration of the fact that domestic cases of suspected adverse reactions to vaccination were reported up to 72 days after vaccination.

As of yesterday, the vaccination rates for those aged 13-18 years were 78.6% for the first dose and 66.5% for the second dose.

In the first and second rounds, 1915 cases (0.27%) of suspected adverse reactions were reported out of a total of 4,021,208 cases. no see.

You or your guardian can submit an application, including a receipt for medical expenses, to the Korea Educational Environment Protection Agency, a consignment agency designated by the Ministry of Education.

The total amount for each individual is limited to 5 million won, but if the total medical expenses among those eligible for education benefits (50% or less of the median income) exceed 5 million won, you can apply up to a maximum of 10 million won.

Considering that it takes up to 120 days from application to notification of the National Compensation System, the project period is set from next month to May next year, and whether to extend it will be decided in consideration of the spread of COVID-19 and the status of medical expenses.

The budget to support medical expenses is supported by a special grant for disaster countermeasures.

We provide support for physical and mental treatment expenses (actual expenses) up to 3 million won each for students who are at high risk for mental health such as suicide or self-harm attempts.

When a student or guardian applies to the school principal with a receipt for treatment expenses and a doctor's note, the payment will be made after reviewing whether the application criteria are met.

At the beginning of last year, in a student emotional and behavioral characteristic test of 1.73 million students, including 1-4, middle school, and high school students, 80,000 (4.6%) students in the “interest group” who needed continued mental health management were concentrated in school. The number of 'priority management groups' in need of management reached 53,000.

From 2019 to 2020, the number of students who made extreme choices per 100,000 students increased from 2.5 → 2.7 → 3.6.

The Ministry of Education operates a 24-hour text counseling service (1661-5004) and a dedicated app 'Daedeumjulgae' to intervene in student mental health crises such as suicide and self-harm.

In addition, psychological support information is provided to students who have been confirmed and cured of COVID-19, and medical services are provided through a psychological support group of 120 volunteers from the Department of Psychiatry.

Even in areas where specialized institutions such as hospitals and hospitals are not connected or where medical care is weak, customized integrated support such as diagnosis of students in high-risk groups for mental health, consulting for teachers and parents is strengthened.
