This is what the prosecution wrote in the arrest warrant for former lawmaker Kwak Sang-do, who is being talked about as the '5 billion promise club', the target of the Hwacheon Daeyu lobby.



In the arrest warrant substantive trial court, the prosecution submitted a receipt from the restaurant, claiming that on September 18, 2018, Kim Man-bae and former lawmaker Kwak met at a restaurant to discuss the consortium.



Then, former lawmaker Kwak countered by presenting evidence that he had prepared a hearing for the Minister of Education that day.



In response, the court upheld Kwak's hand, saying, "There is room for contention as to whether or not a crime has been established, and the explanation for the necessity of arrest is insufficient."

court dismissed the warrant saying that there was room for contention even as to whether or not a crime was established. The investigation capability of the prosecution's investigation team is rising again.



It is also pointed out that Hana Financial Group Chairman Kim Jung-tae has never been investigated and that he requested an arrest warrant two days after the summons and investigation of former lawmaker Kwak.



Kwak, who was confident of proving the charges, failed to secure new recruits, and the investigation into the '5 billion club suspicion' was put in a situation where it could not even get past the first checkpoint.



Prosecutors said they would decide whether to re-apply for an arrest warrant through a supplementary investigation.
