The prosecution, which is investigating the Daejang-dong development lobby and allegations of preferential treatment, has handed over key figures, Kim Man-bae and Nam-wook, to trial.



The Seoul Central District Prosecutor's Office's dedicated investigation team (team leader Kim Tae-hoon, 4th deputy chief prosecutor) arrested and indicted Mr. Kim and lawyer Nam on charges of breach of trust and bribery under the Act on the Aggravated Punishment of Specific Economic Crimes.



In addition, accountant Jeong Young-hak, the owner of Cheonhwa Dongin 5 and who provided the transcript to the prosecution at the beginning of the investigation, was also indicted without detention for accomplices in breach of trust.



They are accused of colluding with former Seongnam Urban Development Corporation's planning division head Dong-gyu Yoo, who was indicted in detention, and lawyer Jeong Min-yong, a former head of the strategic business division of the corporation, to bring huge profits to Hwacheon Daeyu and to cause damage to the construction.



Prosecutors determined that Hwacheon Daeyu and Cheonhwa-dongin Nos. 1-7 received at least 65.1 billion won in housing site development dividends and at least 117.6 billion won in implementation profits, and caused that much damage to the construction.



If the profits from the implementation of the last block that were sold out at the end of last month are calculated, the damage suffered by the construction will amount to hundreds of billions of won, the prosecutors know.



In the course of the business, Kim promised a 70 billion won bribe to Yoo in exchange for preferential treatment, and falsely claimed that he was an employee of Hwacheon Daeyu, and claimed 440 million won as a salary. He is also accused of embezzling company money.



Attorney Nam is accused of giving away 3.5 billion won of company money to Jung, who worked as a strategic investment team leader under Yoo.



Prosecutors believe that lawyer Nam made an appearance as if he was investing money for business in 'Yuwon Holdings', a kelp fertilizer company founded by former general manager Yoo and lawyer Jeong together.



Prosecutors announced that they would further investigate allegations of political lobbying, including Rep. Kwak Sang-do and the '5 billion club'.
