A teenager accused of using a cell phone to secretly film or molest children under the age of 13 has been sentenced to probation.

The Jeju District Court's Criminal Division 2 (Chief Judge Chan-su Jang) sentenced 19-year-old A, who was charged with violating the Special Act on the Punishment of Sexual Violence Crimes, etc. He said he was sentenced to five years of probation.

The court also ordered A to 3 years of probation, 40 hours of lectures on sexual violence treatment, 200 hours of community service, and 7 years of restrictions on employment at organizations related to children, youth or the disabled.

Mr. A committed two crimes on July 12, at a stationery store in Jeju-do, by shoving his cell phone under the skirt of Miss B, an elementary school student, and secretly filming body parts.

Four days later, on the 16th, a child under the age of 13 was molested at an unmanned shop, and on the 19th, the body of another child was illegally filmed in an apartment elevator.

In the court, Mr. A admitted the illegal filming, but denied the charges of forced molestation, arguing that "The act of raising the skirt (of the victim child) is only for filming, not sexual harassment."

The court said, "The quality of the crime is not very good considering that the victims are only 7 to 11 years old and the number of crimes committed. To this day, I have not been forgiven by them.”

Nevertheless, "the accused is

a young man who

has

just turned 19 years old

and has no history of criminal punishment. It is judged that it is more desirable to give,” explained the reason for the sentencing.
