In recent years, the Ministry of Industry and Information Technology has made great efforts to promote the recycling and utilization of power batteries in accordance with the ideas of strengthening supervision and services, cultivating comprehensive utilization industries, and consolidating the foundation of technical standards.

  First, strengthen traceability supervision and recycling.

A series of policies including the "Interim Measures for the Management of Recycling and Utilization of Power Batteries for New Energy Vehicles" have been promulgated and implemented, and a system of extended producer responsibilities based on automobile manufacturers has been initially established.

We relied on the national platform for traceability management to strengthen the full life cycle traceability supervision of power batteries, and established a national and local supervision mechanism.

At the same time, we are also accelerating the construction of the power battery recycling system. As of the end of September, 171 new energy vehicle production and comprehensive utilization companies have set up 9,985 recycling service outlets in 31 provinces, municipalities, and municipalities across the country.

  Second, cultivate comprehensive utilization industries.

Continue to promote the pilot work in 17 regions including Beijing-Tianjin-Hebei and China Tower Corporation, and strengthen cross-regional cooperation and industrial chain coordination.

We have implemented standardized management and cultivated 26 enterprises with cascading and recycling standards for waste power batteries.

At the same time, we improved the management system for cascade utilization, and successively issued the "Administrative Measures for the Echelon Utilization of New Energy Vehicle Power Batteries", which clarified the relevant requirements for the entire process of production, use, and recycling of cascade products.

Support a batch of key technologies for comprehensive utilization of power batteries, such as non-destructive testing of decommissioned batteries, heterogeneous compatible cascade energy storage, and high-value utilization of materials, to achieve breakthroughs, and promote a batch of advanced applicable technical equipment.

At the same time, the Ministry of Industry and Information Technology will work with relevant departments to formulate and release a number of standards for residual energy testing, echelon utilization requirements, dismantling specifications, etc., to guide the improvement of the technical level of recycling and utilization of decommissioned batteries.
