The prosecution judged Kang Yoon-seong, who killed two women before and after damaging the electronic anklet, as a psychopath and handed it over to trial.



The 3rd Criminal Division of the Seoul Eastern District Prosecutors' Office announced that they had charged Yoon-seong Kang with seven counts, including robbery and murder.



Prosecutors also judged Kang Yoon-sung to be a 'psychopath' with an antisocial personality disorder, considering that he viewed the victim as a sexual and economic means.



As a result of the integrated psychological analysis of the Supreme Prosecutor's Office, Kang Yun-seong showed a strong desire to manipulate the victim, as well as an excessive obsession with money and a desire for control.



Prosecutors also believe that Kang Yun-seong is complaining of mental illness, but there is no circumstance to suspect a mental or physical disorder.



In addition to the charges of murdering two women, the prosecution additionally applied charges of fraud, telecommunications business law violation, specialized credit finance law violation, electronic device attachment, etc.



The charge of obstructing public service was applied by beating and strangling the police officer in charge who came to change the blanket while Kang Yoon-seong was in the detention center of the Songpa Police Station on the 5th.



After serving in prison for robbery and rape in 1997 and 2006, Kang Yoon-seong was released from prison in May of this year with an electronic anklet attached.
