Woo Byung-woo, the former chief of civil affairs, was appointed chief of civil affairs during the Park Geun-hye administration.

In 2016, as the powers of the government were investigated one after another due to the Gukjeong Nongdan incident, former Chief Woo received the spotlight.

Even though he was a suspect at the prosecutor's office, he called the 'Emperor Investigation' controversy by having a conversation with the prosecutors with arms crossed. .

The controversy over his son's 'flower job transfer' preference and his overbearing attitude toward shooting others also drew the ire of many.

[Byung-Woo Woo/Former Chief of Civil Affairs at the Blue House (2016): (Do you admit that the family company (funds) is useful?)… … .] The

court of first instance found that former chief Woo was guilty of allegations of obstructing former Special Inspector Lee Seok-soo, who knew and tolerated Choi Seo-won's corruption, and sentenced him to a total of four years in prison.

However, the judgment of the second trial court was different.

Inspecting the corruption of Choi Seo-won and others does not belong to the duties of the chief of civil affairs, and he was acquitted, saying that the charge of obstructing inspection can also be viewed as an exercise of the right to defend himself. He pleaded guilty only to the charge of illegal inspection and was sentenced to one year in prison.

The Supreme Court also upheld the judgment of the second trial and confirmed the sentence of one year in prison for former chief Woo.

During the trial, former chief Woo, who spent over a year in custody, will not be re-incarcerated.

However, there is a high possibility that the lawyer's registration will be revoked once the conviction is confirmed.
