A family of four must earn less than 310,000 won for single-income earners and 390,000 won for dual-income earners.
Payment applications will be accepted online from the 6th of next month and offline from the 13th of next month and closes on October 29th.
The subsidy is paid the day after application and can be used until December 31 at the local gift certificate merchant in the address area.
The government announced today (30th) at the Government Complex in Seoul, the detailed implementation plan for the national subsidy, including the criteria for receiving the national subsidy, and how to apply and pay.
The national subsidy is basically for members of households in the bottom 80% of household income or less.
The income level that separates the recipients is based on the aggregate amount of self-pay health insurance premiums levied in June of this year by household.
Single-person households receive subsidies if their health insurance premiums in June are less than KRW 170,000, regardless of whether they are insured at work or in a local area.
This is a health insurance premium for employers with an annual income of less than 58 million won, and the baseline has been raised from the draft announced on July 26 by the government based on the health insurance premium in May (annual income less than 50 million won).
The baseline for households with two or more members has also been slightly raised, so for a household with four single-earners, it is 310,000 won for work subscribers and 350,000 won for local subscribers.
A dual-income household with two or more income sources in the household is considered to have one more member and the standard table is applied.
Accordingly, employees who work in a four-person household are eligible for payment of 390,000 won, and local subscribers are eligible for payment of 430,000 won or less.
Even if these criteria are met, if a household member's total property tax base for last year exceeds 900 million won or last year's total financial income exceeds 20 million won, it is classified as a high-wealth person and excluded from support.
The members of the household, the unit of selection for payment, are those who are registered together in the resident registration card for each household as of June 30th.
Even if the address is different, the dependent spouse and children under the Health Insurance Act are considered the same household.
The national subsidy is basically for citizens residing in Korea, but overseas citizens who are registered on the resident registration card and have health insurance qualifications can also receive it.
Foreigners are included in the payment if they are registered on a resident registration card that includes one or more Korean nationals and are eligible for health insurance.
The amount of this national subsidy is 250,000 won per person.
The total amount of financial resources is about 11 trillion won, including 8.6 trillion won from the national budget and 2.4 trillion won from the local government.
Unlike last year's national disaster aid, there is no upper limit on the amount of subsidy for each household, so it is paid in proportion to the number of household members, such as 1.25 million won for five-person households and 1.5 million won for six-person households.

Recharge is made the next day after online application, and the recharged subsidy is differentiated from the existing credit card company points or local gift certificate balance and deducted first.
From the 13th of next month, you can apply offline by visiting a bank window linked with a credit card company or a community center in Eup, Myeon, or Dong.
If you would like to receive the national subsidy with a paper-type local gift certificate or prepaid card, you can apply from this point on.
Adults who were born before December 31, 2002, apply for and receive the National Support Grant individually.
Minors apply and receive on behalf of the head of the household.
In case of a large number of applicants, in the first week of both online and offline applications for national subsidy, the day of the week is based on the last digit of the year of birth.
You can apply for the National Support Fund by October 29th.
The unclaimed amount will be returned to the state and local governments.
National support funds can be used at stores where local love gift certificates (local gift certificates) can be used in your address.
Last year, emergency disaster relief funds could be used at some global large corporations or luxury stores, so there was a controversy over equity.
Citizens who have an address in a special city or metropolitan city can use it at a local gift certificate merchant in the special city or metropolitan city, or at a local gift certificate merchant in the city or county corresponding to the detailed address if they have an address in a province.

The national subsidy can be used for about 4 months until December 31st.
Any unused balance in it will be returned to the state and local governments.
If there is a change in family relationship due to marriage or childbirth after June 30, the base date for selecting recipients of the national subsidy, or if there is a need to adjust health insurance premiums, you can file an objection through a separate procedure.
Appeals will be accepted from the 6th of next month at the online national newspaper or at the eup/myeon/dong community center.
Last year, only offline applications were received at Eup, Myeon, and Dong community centers, but this time, online applications are also possible.
In the first week of appeal, the day system is applied both online and offline.
The deadline for application is November 12, two weeks after the deadline for applying for the national subsidy (October 29).
