A former sex offender wearing an electronic anklet was arrested yesterday (19th) after being caught chasing after women on the street during repeated offences and filming more than 15,000 illegally.



Gyeonggi Pyeongtaek Police Station announced today that they are investigating a 48-year-old man named Lee Mo on charges of violating the Sexual Violence Punishment Act.



Mr. Lee is accused of illegally filming and possessing body parts such as the legs of a woman he does not know while walking the streets of Pyeongtaek for about three months from May 8 to the 12th of this month.



When taking pictures with a cell phone, there is a sound, but to avoid this, Mr. Lee used an app that allows silent recording to take photos and videos, mainly targeting women in skirts.



At around 3:30 pm on the 12th of this month, the police received a report saying that "a man is following a woman and taking pictures" and started tracking them through CCTV analysis.



After conducting an interrogation, the police arrested Lee at his residence on the afternoon of the 17th.



The police confirmed that Mr. Lee was a subject of new registration wearing an electronic anklet during a repeat offense period for committing a sex crime.



Lee, who had 13 previous convictions, including 6 sexual offenses, served four months in prison for theft, and was released in early April of this year and committed again after a month.



The police applied for an arrest warrant for Lee on two charges under the Sexual Violence Punishment Act: filming using a camera, etc. and possession of illegally filmed material.



With the revision of the Sexual Violence Punishment Act in May of last year, a new regulation was added to punish possessor of illegally filmed footage.



The Suwon District Court issued an arrest warrant for reasons such as "There is a risk of escape and destruction of evidence."



A police official said, "We are analyzing the illegal filming contained in the confiscated cell phone."
