According to the investigation by the Ministry of Land, Infrastructure and Transport, the rear half of the building where the accident occurred was demolished first, contrary to the plan.

The investigation committee also pointed out that the decommissioning plan was so poor that it was impossible to carry out the construction according to the plan.



The biggest problem was illegal subcontracting.



The original contractor, Hyundai Development Company, entrusted the dismantling work to Hansol Corporation, which subcontracted to Beksol Construction.



Amid repeated subcontracting, the construction cost per 3.3 square meters decreased by one-seventh from 280,000 won to 40,000 won, leading to poor construction.
