A disabled person in his 50s who was suspected of being exploited at a dog farm in Ganghwa Island, Incheon, was returned to his family.



According to the city of Incheon on the 3rd, a man in his 50s, who was suspected of having suffered labor exploitation for 10 years at a dog farm in Ganghwa-gun, lived at a welfare facility and was recently handed over to his family.



He was discovered last month by an animal rescue group who visited the farm to catch the scene of animal cruelty.



It was presumed that he had an intellectual disability, but he was not registered as a disabled person with the local government.



At the time, an animal relief group claimed that he received only makgeolli and cigarettes from the farm and worked hard from dawn to 9 pm.



In addition, he added that although he has a house in Bupyeong-gu, Incheon, he only returns home during holidays and does not have a cell phone, so he is suspected of being exploited by labor.



At the time, the farmer denied the allegations of labor exploitation, saying, "Mr. A is a distant relative and I was so pitiful that I kept it. I am sending a monthly salary of 600,000 won to my family."



Person A moved to a welfare facility after receiving a report from the Incheon Disabled Persons' Rights Advocacy Agency and the police.



Mr. A, who was under protection, also expressed his desire to return to the farm, but the city of Incheon handed him over to his family, citing his chronic disease.



The city of Incheon plans to support the self-help program after determining whether the illness that Mr. A is suffering from is a disability through hospital treatment and cognitive tests.



An Incheon city official said, "I do not think that Mr. A will return to the farm on his own because his family is against Mr. A's return to the farm. The administrative welfare center in charge also manages Mr. A."
