Last year, a truck worker in his 60s died at the Taean Thermal Power Plant in South Chungcheong Province. He was killed by a two-ton heavy machine that fell from a truck. But even now, nearly a year after the accident, the bereaved families do not know why the accident happened and whose responsibility it is. We will focus on the problem of 400,000 truck workers who have to work in dangerous workplaces.

Correspondent Choi Seon-gil and Cho Yoon-ha report this together.

<Reporter Choi Seon-gil>

In December 2018, Kim Yong-gyun, a worker at the Taean Thermal Power Plant, died in an accident when he got caught in a conveyor belt.

In September of last year, less than two years after the accident, Mr. Lee Sang-soo, a truck driver in his 60s, also died in an accident, raising voices asking for responsibility.

[Roh Woong-rae / Democratic Party lawmaker, at the time of last year's state audit: there was no accident if there was no overload, there was only judo, or if there was only fixing things.]

After that, the Ministry of Employment and Labor promised a thorough investigation.

But ten months after the accident, we still don't know whose fault it was.

Those who should be held responsible are shifting responsibility to the deceased Lee Sang-soo.

There were seven people at the scene on the day of the accident.

Now let's trace the truth of the accident.

This is a CCTV video of the accident obtained by reporters.

The truck is loaded with large screws, which are coal-carrying equipment.

It was loaded to be moved to a repair shop, but Mr. Lee, who was preparing for departure, got off the driver's seat.

As if there was something wrong, he looked at the other workers for a while, and then pulled the string that Mr. Lee was tied to.

At that moment, a two-ton screw rolls down and hits the seed.

At the time of the accident, the people next to Lee were employees of Taean Thermal Power Co., Ltd. A and Company B.

Taean Thermal Power has entrusted the maintenance to Company A, but Company A entrusted the 'work' of lifting the screw with a forklift and loading it onto the truck again to Company B.

And the screw transportation work was handled by Mr. Lee, a sole proprietor.

Taean Thermal Power is not responsible because it entrusted the work to Company A.

Companies A and B, who received subcontracting and subcontracting, closed their mouths about the accident.

[Company A official: Regarding the accident, he said he would not (answer) the interview at all... .] It

is still unknown whether the cause of the accident was a problem with the loading process or a problem with the strapping operation.

However, it turned out that Company A claimed to the Korea Workers' Compensation and Welfare Service that it was not an industrial accident.

The responsibility for tying the cargo rests with the driver, and the reason was that Mr. Lee is a private business owner not affiliated with Company A.

Mr.

Lee

died while working on the day of the accident, but all the companies involved in the operation only avoid responsibility for the accident.

Why?

This is because Mr. Lee is a sole proprietor who drives his own car, that is, a special type of worker.

Also, according to the current Freight Vehicle Transportation Business Act, it is the responsibility of the truck driver to secure the loaded cargo so that it does not fall.

If so, let's meet directly what truck drivers who work in the field think.

Kang Kyung-tae, a veteran truck driver with 40 years of experience.

It is always said that tying luggage before transport is dangerous.

[Kang Kyung-tae / Truck driver: Cars that load plywood load this height as high as the car. Then if it rains, you have to pitch a tent and put a net on it. what are you flying It's dangerous when you do that. Because the car is high. If I get hurt, I'm the only one who loses.]

Loading and unloading is not the job of a truck driver.

[Truck driver: Some companies say, "Come and see, okay, give me a signal". Then I can't go to load the luggage and do it, realistically.]

Articles who watched the video of the late Lee Sang-soo's accident point out that there was a problem with the loading process.

[Jo Yong-il / Truck Driver: The accident happened because I loaded the wrong thing (in the beginning) when I was strapped. I think it should be included as well. Because I put it wrong anyway. We can't move that big thing by hand and put it back in place.]

Since the accident occurred while tying the poorly loaded

thing, we should not put the

blame for the accident on Mr.

[Kang Dong-heon / Head of Strategic Organization, Cargo Regiment Headquarters: The reason the accident had to occur from the beginning is because the load was loaded in a dangerous state. Foreign cases is to load it in a separate wooden box when running the object of such a round circular (and)]

Survivor sides are arguing dalramyeo acknowledged the death of Mr. scattered.

[Jeon Jun-cheol / Bereaved's side labor attorney: Even if you look at the CCTV video, there are workers belonging to Company A. And there is a video showing the cargo truck driver and other people giving actual work orders next to him. If this is not the loading and unloading business, it is questionable what is the loading and unloading business.] The

police and the Labor Administration, which are investigating the accident, will soon send the CEO of Company A to the prosecution with an opinion of indictment.
