The government has announced that it will review a system for the loss of inheritance rights, also known as the'Goo Hara Act'.



The '4th Basic Plan for Healthy Families', which was confirmed through the deliberation of the State Council presided over by the President on the 27th, contained the contents of implementing the civil law inheritance system, such as excluding parents who neglected the duty of raising children from inheritance.



The Ministry of Gender Equality and Family established the 4th Basic Plan for Healthy Families, which will be the basis for promoting family policies for the next five years until 2025, and suggested ways to expand support for raising children in consideration of various family characteristics such as single parents and multiculturalism.



This included a review of the introduction of the'Goo Hara Act', which excludes from the subject of inheritance if the duty to raise is not fulfilled.



Under the current law, the grounds for disqualification for inheritance have been recognized only in limited cases, such as murdering a family member or forging a will. It will be possible to decide whether to lose the right of inheritance at the request of the heir.




The discussion on the'Goo Hara Law' was discussed after the death of singer Goo Hara in 2019. It was triggered by raising the issue.



At the time, after Goo Hara passed away, his mother A appointed a legal representative and demanded that he receive 50% of his property according to the inheritance ranking. Accordingly, his brother Goo filed a lawsuit in the Gwangju District Court for a trial for the division of the inherited property between Mr. A and the bereaved family in March 2020, and the court judged that "The bereaved family and Mr. A should divide the estate in a ratio of 6 to 4" I got down.



In addition, Mr. Koo petitioned the National Assembly for the'Goo Hara Law' legislation and received more than 100,000 consents, but the proposed bill did not exceed the threshold of the 20th National Assembly.
