In addition to physical and emotional abuse in facilities with disabilities, it has been revealed that a new type of abuse of persons with disabilities through Internet broadcasting and SNS is increasing rapidly.

In particular, SBS reports confirmed that a man in his thirties is being tried on charges of earning profits by appearing on the Internet broadcasting a brother with an intellectual disability and committing all kinds of abuse for more than a year.

A police investigation revealed that Baek Mo, in his 30s, appeared on private internet broadcasting since January of last year and earned profits by appearing brothers with intellectual disabilities at no cost.

Paik was found to have taken videos of abuse, such as having a disabled brother lie down on the floor and then get on or sit on the side of the road covered in plastic.

In addition, it was revealed as a result of a police investigation that a brother with a disability was sent to a manpower office to work and then intercepted salaries or ran errands.

Last month, the police arrested Baek on charges of joint assault, quasi-fraud, and violation of the Disabled Welfare Act and handed it over to trial.

In recent years, some Internet broadcasts have frequently reported sexual crimes against people with intellectual disabilities, but the punishment turned out to be at the level of a cotton bat.

The central rights advocacy agency under the Ministry of Health and Welfare analyzed 1,210 cases of abuse of persons with disabilities, and found that nearly half of cases indicted for sexual abuse were suspended from probation or fines.

In the case of physical and emotional abuse and economic exploitation, the rate jumps further to the 60% level.

It is pointed out that as the intensity of punishment is lowering because the perpetrators abuse the fact that the disabled victims' self-defense ability is relatively weak, institutional supplementation including strengthening the sentencing standards is necessary.
