Seoul Metropolitan Government has introduced a'street shop permit system' to resolve conflicts between street vendors and nearby merchants.

A separate space was provided for street vendors and people were not uncomfortable when walking on the street, but it is pointed out that this system is causing conflict.

Whether there is no solution, reporter Lee Ho-gun visited the field.

sidewalk in front of Cheongnyangni Station in Seoul.

It is crowded with street vendors, making it difficult for people to pass by.

The sidewalk in front of a nearby shopping street was also occupied by street vendors.

As friction with nearby merchants repeated, Dongdaemun-gu introduced the'street store permit system' in 2016 to legalize street vendors and allow them to do business in an orderly manner.

It is a method of creating a small store for each street vendor, but the nearby merchants strongly rebel.

There are more street vendors.

[Lee Chang-Jung/Chairman of the shopping mall: At first, it was less than 10, but when it increased every year, the number increased to 19.]

A merchant in a shopping mall built an iron fence in front of the shopping mall to prevent the installation of the street.

Then, the ward office removed one of the lanes on the street in front of the shopping street and prepared a place for a street shop.

Citizens who have to turn around are dissatisfied.

[Citizen: I thought it was just a hole, so I came all the way here, got stuck, went over there and went back again. It's uncomfortable.] The

situation near Cheongnyangni Station is more serious.

[Street Vendor-Planned to move into an apartment: What are you doing with this? What do you know? Do you know how it goes here? Stay still! Are you the resident representative of the tenants here?]

Conflict is escalating as those who are planning to move into the apartment in front of them demand the removal of the street vendors.

[Hwang In-gyu/President of residents: If we did something called a street shop, we also thought it would be clean at first, but it was more breathtaking... It has become a very difficult street to carry around with a stroller.]

: It's the base of life, how can I just go here?" I go out and die of starvation, but I am beaten to death here. Isn't that the same?]

There are places where we found the mystery of win-win.

Seodaemun-gu solved the problem of street vendors in front of Ewha Womans University by using the vacant lot in front of the Shinchon train station.

A container building with a distinctive design was created, and it was transformed into a local attraction by actively accepting young street vendors.

Dongdaemun street shops have to pay an occupancy fee, but using this for residents can be a compromise.
