The quarantine authorities said that there has been no official request for consultation with Seoul Mayor Oh Se-hoon to promote'Seoul-style win-win quarantine' to respond to Corona 19.

However, when deciding on various quarantine measures, including the adjustment of the'social distancing' stage, the central government and the relevant local governments have discussed it, so he emphasized that it will derive a reasonable plan through future consultations.

Tae-ho Yoon, head of quarantine prevention at the Central Accident Recovery Headquarters (heavy water version), said in a related inquiry today (12th) at the Corona 19 situation back briefing, "If Seoul City (related to self-distance and quarantine measures) comes in, we will proceed while discussing it"

Yoon explained the situation in response to quarantine, and explained, "We have been making announcements after having discussed local governments, related ministries, and experts at the Central Disaster and Safety Countermeasure Headquarters regarding measures related to distancing local governments."

He predicted, "Even if each local government takes measures related to special distancing, it has been announced while discussing it through a heavy script, so I think the Seoul Metropolitan Government will apply that procedure mutatis mutandis."

"We are not reviewing sanctions measures" on whether or not to review sanctions if the city of Seoul eases quarantine measures through its own distance measures in the future.

Sohn Young-rae, head of the social strategy group Jung Soo-bon, said, "Currently, we are continuing to discuss practically with the Seoul Metropolitan Government."

"I heard that Seoul City is also discussing various proposals internally," said Son. "Because there is a need to share and discuss with other local governments, we will discuss together as before and come up with rational measures for quarantine."

The quarantine authorities have repeatedly emphasized that, while ensuring maximum autonomy of each local government, in the event of an infectious disease crisis, it has been implementing quarantine measures after consultation with the central government.

"In a country with narrow interviews like ours, it is important for the local government and the government to move seamlessly," he said. "So far, if possible, we have discussed and cooperated with each other to respond to the infectious disease crisis situation."

He added, "It is most desirable to negotiate while ensuring sufficient autonomy of the local government. In particular, since Seoul is bound by a strong living area called the'metropolitan area', it is desirable to consider the overall situation and discuss."

Sohn also said, "Since we have been cooperating with the script meeting for more than a year, we can come up with a sufficiently consensus if the city of Seoul makes proposals with a sense of problem (relating to distance)."

Seoul Mayor Oh Se-hoon said at the COVID-19 briefing held online today that he decided to pursue a'Seoul-style win-win quarantine' with the main goal of applying different business hours, etc., taking into account the characteristics of each industry, free from uniform restrictions.

The city gathered opinions from related industries earlier, but the business hours of entertainment bars, danran bars, emotion bars, hunting pot tea, etc. are open until midnight, hold'em pubs and taverns are until 11 pm, and Collate is until 10 pm like regular restaurants and cafes. It is said that each includes a plan to allow business.

The city of Seoul plans to discuss with industry associations by this week to prepare a manual, and next week to commence discussions with the script on how and when it will be implemented, but the final draft is expected to be implemented as early as the end of this month or early next month.
