Earlier this year, the child's mother was arrested for killing her 9-year-old daughter.

As a result of the investigation, the mother did not report her daughter's birth, so the death certificate also states that she is an unknown woman, meaning that the child has no name instead of the child's original name.

There are still many children in our society who can't go to school or hospital because they can't register their birth.

First, reporter Kim Hee-nam covered the reason.

<Reporter> This

is Hamin, 9 years old, with a young face in Yeongjeong.

Hamin was found dead earlier this year in a row house in Incheon.

[Hamin is taking a picture.

(Why?)]

After Hamin sent this video to her dad, her mother confessed that she murdered her daughter.

He said he couldn't send his daughter alone, and his dad followed Hamin.

Hamin is the death certificate.

Even though she has her name, she is listed as an anonymous woman in the name column, and she does not have an address or date of birth.

The start of the tragedy was notification of birth.

[Uncle Hamin: I couldn't go to school even though I was over 8 years old, so I couldn't go to school because I didn't

report birth

.]

Hamin was a child who didn't exist legally because her parents didn't report birth.

This problem made the marital conflict worse.

I lived together and gave birth to Ha Min-i since 10 years ago, but my wife had a separate husband by law.

The current Family Relations Registration Act stipulates that, in principle, for non-married persons, the mother must report the birth.

Since her mother was legally in a marriage relationship with her ex-husband, Hamin would become the daughter of her ex-husband if she registered her birth.

[Uncle Hamin: I'm waiting a lot for notification of birth, but (Mother) didn't

do

it in the end.]

Unfortunately began when I couldn't register my birth while I couldn't do this or that.

Soo-ae, who lives with her father at the age of 6 this year, has not yet registered a birth.

Mom left the house without registering the marriage.

[Song Chang-soon/Soo-ae's father (non-married woman): Even if I go to the hospital, I'm in a state of nothing.

I haven't received a single penny from the disaster fund.]

Above all, I am very worried about attending school.

[Song Chang-soon/Sooae's father (non-married woman): It is my father's heart to receive education so that he can see a bigger path.

They will all have the same mind.]

There are more than 7,700 unmarried women in Korea, and 7,000 non-married people are born unmarried each year.

However, more and more children are suffering from the blind spots of human rights and welfare because the system is unable to comply with social changes.

[Lee Hye-sun/family relations lawyer: I am a child who exists but does not exist on paper, so it is easy to be exposed to various risks.

You will be in the blind spot of protection where you cannot properly realize your rights as a child.]
