Civic groups in Busan, such as the Busan Participation Solidarity, held a press conference on the morning of the 18th and accused the prosecutors who investigated the case in relation to the alleged sale of preferential treatment in L-City to the criminal investigation office for high-ranking public officials.

Civic groups said that the prosecution at the time had not prosecuted 43 people accused of pre-sale of preferential treatment ahead of the expiration of the statute of limitations.

They argued that the prosecution's failure to conduct a forced investigation to collect objective evidence could be regarded as abandonment of duty, and argued that selective non-prosecution was an abuse of authority.

In addition to filing a complaint, civic groups requested the introduction of a special prosecution for the investigation of corruption in the L-City project.
