Five years from now, from 2026, the'reclamation method' of filling the ground with the volume-based garbage of residents in the metropolitan area is prohibited.

So, metropolitan local governments have been implementing the total amount system since last year to reduce the amount of garbage carried in, and the report card is a failing point.

The garbage collected in this way goes to the metropolitan area landfill site in Incheon.



The Ministry of Environment and three provinces have allocated landfill allowances for each city, county and district since last year to prevent premature saturation of the metropolitan landfill.



In the past year, when the total landfill system was first implemented, the amount of garbage that Pocheon City, Gyeonggi-do, landfilled exceeded 1,800 tons.



This is more than 12 times the landfill quota.



In addition, 44 of the 59 basic local governments in the metropolitan area exceeded the allowance.



Initially, it was agreed to reduce the amount brought in in 2018 to 90% of the 700,000 tons, but rather 50,000 tons increased.



Violating local governments have given the reason that the allowance setting is too small or that cooperation from neighboring autonomous districts has decreased.

If the allowable amount is exceeded, the surcharge is 70,000 won per ton, whereas the cost of burning in a private incinerator is more than three times higher, which induces violations.

Private incinerators are also on the verge of being saturated with influx of trash, so it is urgent to prepare measures such as the construction of additional incinerators.
