An official from Koo explained, "It is difficult to impose a fine for Kim's non-wearing of a mask, as it is a rule that public officials directly detect the use of a mask on site."



However, regarding the'violation of the ban on private meetings with more than 5 people', it was not possible to confirm whether it was a private meeting or a public meeting according to the photograph, so he said that he will make a decision later after inquiring with the Seoul Metropolitan Government.



On the 19th, an online community posted a picture of Kim talking with four people in her chin while wearing a mask at a cafe in Sangam-dong, Mapo-gu, Seoul.



At the time, there were five people, including Kim, in the photos released at the time, but Mapo-gu confirmed that a total of seven people were gathered through a field investigation.



If it is determined that the conduct of Kim and his party violates the quarantine guidelines, a penalty of 100,000 won per person may be imposed, and a fine of 1.5 million won may be imposed on the store.
