The Ministry of Justice's supervisory committee gathered opinions that it was inappropriate for the subject of a disciplinary action, exclusion, and request for investigation, due to the fact that it had not notified the reason for the disciplinary action, did not give an opportunity to clarify, and that it was a serious defect in the procedure.
