He said that the case of Gukjeong Nongdan was "a case in which numerous public officials of government ministries were mobilized under the name of an official order of the Blue House." He believes that the biggest cause of Gukjeong Nongdan was the collapse of the horizontal and vertical division of power during the Park Geun-hye regime. In many cases, the orders of illegal and unjust supervisors were carried out as they were. He recalled that in many cases, courageous officials who demanded or refused to be enforced had escaped punishment.
