In 2014, as the sex offender psychological treatment program was established, the rate of reincarnation of sex offenders steadily declined, and a recent study found that psychotherapy lowered the recidivism rate by nearly 30%.



Although the effectiveness has been proven, the performance is poor.



All sexual violence offenders must undergo a psychological treatment program for more than 100 hours after undergoing a recidivism risk assessment by the Ministry of Justice, and it was found that 2 out of 3 subjects who completed the program were released without completing the program.



The number of people released without education is showing an increase of more than 400 every year. The proportion of sex offenders who have been ordered to complete the court has also increased, and this year alone has already exceeded 200.



If the court ordered to complete, it is handed over to the probation office after being released to receive training for the remaining hours, but those who have not received the order to complete the course will end when they leave the prison.



Currently, only 5 out of 53 correctional institutions have 281 trainees per employee and have dedicated organizations.



Psychotherapy personnel often perform general duties such as detention, interviews, and handling of inmate grievances.
