We spoke non-face-to-face with former and current female assistants.



If you go to a karaoke room with a lawmaker, you have to play blues, and on days when a lawmaker is serving someone, you are asked to sit next to it and drink.



Some lawmakers don't hesitate to say that you have to eat rice with a pretty girl or go with a female assistant to get a budget.



However, it is more difficult to raise issues than general companies because the lawmakers have the authority to hire assistants.



Not only covert sexual harassment and harassment, but also in and outside the National Assembly, and even in public seats, there are many remarks that are less sensitive to gender.

But the parliamentarians are different in their words and actions.



Until the end, the Panda team has obtained a document that can show the'unfamiliarity' of the lawmakers.

This document, which the Panda team obtained until the end, is a list of members of the National Assembly who participated in the sexual harassment prevention training conducted by the Ministry of State and Company.



This is the first time to be released, and it is about 10 years from August 2010, the 18th National Assembly, to May, when the 20th National Assembly ended.



Of the 648 members of the National Assembly during this period, 32 of them took sexual harassment prevention training, and only about 3 per year.



When looking at the 20th National Assembly alone, 8 members, including Kim Hae-young, Nam In-soon, and Moon Mi-ok, from the Democratic Party, and 9 from the opposition party, including Kim Jung-hoon, Kim Jung-ro, and Song Hee-kyung, attended the training.



Even though it includes 7 people who completed online, it is only 5.6% of 300 lawmakers.



This sexual harassment prevention education is held every year, and only two people, Nam In-soon and Lee Jong-myeong, attended twice, and the remaining 15 attended only once.



According to the law, it is mandatory for office workers and public officials to receive sexual harassment prevention training every year, but members of the National Assembly are omitted.



On the criticism date, a bill was proposed in the National Assembly in their twenties requiring lawmakers to take preventive education from the Ministry of State, and among the 12 lawmakers who initiated, only one former lawmaker Hae-young Kim took the training conducted by the secretariat.

Excluding the power of the people, the Democratic Party and the Justice Party stated that gender equality education was stipulated in their party regulations and that they had their own education. However, since it is not compulsory, there is no way to verify whether or not there is any disadvantage or attendance.



In fact, multiple Democrats' former and current lawmakers said, "I didn't know if there was such a provision in the party regulations," "I don't remember receiving sexual harassment prevention training during the 20th National Assembly session," or "I think I did gender education for candidates running for the general election. I am busy, so I can't remember the contents."



All members of the National Assembly, who responded to the Panda Team's coverage until the end, said they all agree with the law on mandatory sexual harassment prevention education.



However, can I believe this as soon as it is?

A law that requires members of the National Assembly to take sexual harassment prevention education at least once a year is not uninitiated.



From the 18th National Assembly to the last 20th National Assembly, it has never been proposed.



But it was only an initiative.



It was discarded as it was without being submitted to the standing committee under the jurisdiction of the 18th National Assembly.



In the 19th National Assembly, he was placed on the standing committee, but that was it.



The 20th National Assembly, this time up to the Standing Committee subcommittee, but the result is also abolition.



Looking at the repealed legislation, there are disciplinary provisions for sexual harassment lawmakers as well as sexual harassment prevention education.



The reasons for disciplinary action, such as sexual harassment, sexual violence, and prostitution, were specifically addressed, but what stands out is that the disciplinary proposal must be reviewed within three months so that it cannot be overlooked.



It also included content that prevents lawmakers expelled for discipline from running for the next election.



You can guess why these bills, lawmakers didn't deal with them.



Laws related to sexual harassment targeting companies, etc., have been greatly strengthened while not creating legislation to check the lawmakers themselves.



It is compulsory to receive sexual harassment prevention training in the workplace, but it must be received at least once a year, and a fine is imposed on business owners who do not comply.



In addition, there are regulations on investigation and punishment, so if sexual harassment occurs in the workplace, you must immediately investigate. If the victim is adversely treated within the organization, the employer may be sentenced to imprisonment.
