Residents are trembling with anxiety after Cho Doo-soon announced that he would return to Ansan, Gyeonggi-do, where he originally lived.
Eventually, Mayor Yoon Hwa-seop, Mayor of Ansan, urgently requested the enactment of the Confinement Act, saying that he would quarantine Cho Doo-soon.
The Ministry of Justice said it was impossible to apply retroactively to people who have committed crimes in the past.
